Circulab is part of the EU-PH Green Economy Partnership — a flagship program funded by a ₱3.67 billion (€60 million) grant from the European Union under its Global Gateway initiative. The program is led by the Department of Environment and Natural Resources (DENR), co-led by DTI Philippines, and implemented by Expertise France in cooperation with the GGGI Philippines.
